Uttar Pradesh, the most populous state in India, welcomed over 12.1 billion (121 crore) tourists from January to June 2025, significantly enhancing the state’s goal of achieving a $1 trillion economy, officials reported on November 27.

This data was presented during a stakeholders’ workshop organized by the state tourism department. Officials revealed a comprehensive plan aimed at transforming the state into a developed region by 2047, with tourism recognized as a central element.

Chief Minister Yogi Adityanath’s advisor Awanish Awasthi, Principal Secretary (Tourism) Amrit Abhijat, and Tourism Director General Rajesh Kumar spoke to attendees at the workshop, discussing policy changes, investment opportunities, and departmental priorities.

Representatives from the planning, Ayush, culture departments, and the State Transformation Commission also participated in the workshop. Awasthi emphasized that tourism would be crucial in elevating UP to a developed state.

“Tourism is a perennial sector. Uttar Pradesh is at the forefront of domestic tourism and ranks fourth in foreign tourist arrivals. With a month remaining, 2025 is set to break records,” he stated, encouraging collaboration among all stakeholders.

Principal Secretary Abhijat highlighted a significant increase in tourist visits, rising from 22 crore in 2015 to 65 crore in 2024, excluding those attending the Mahakumbh.

The government is prioritizing eco-friendly tourism and enhancing key destinations like Mathura, where plans for a new museum are underway. Kumar mentioned that 12 tourist circuits have been established, with initiatives to promote yoga and wellness tourism.

The state’s swiftly growing expressway network, modern airports, and upgraded railway stations, including Vande Bharat corridors, have facilitated easier travel for tourists, he noted. State Transformation Commission CEO Manoj Kumar Singh underscored the importance of bolstering inbound tourism and advancing wellness tourism akin to Kerala. He stressed the need for cleanliness at tourist sites.

Planning Principal Secretary Alok Kumar indicated that Niti Aayog is providing robust support for the 2047 development plan. He proposed raising awareness about the fossil park in Sonbhadra and developing at least three-day tour packages for visitors.

Managing Director of Uttar Pradesh State Tourism Development Corporation Ltd, Ashish Kumar, stated that the corporation is revamping tour packages to promote longer visits, cultural experiences, and optimized use of infrastructure.

Eco-tourism Director Pushp Kumar highlighted efforts in wetland restoration, wildlife corridors, and nature-based tourism, identifying Dudhwa, Pilibhit, and Katarniaghat as exemplary sites.
