Visitors will need to pay the full price up front and complete a customs check before leaving the country to obtain their refund, adhering to the new procedure.

As stated on the Japan Tax Free Shop portal, travelers must finalize a customs check prior to departing Japan. This procedure should be completed within 90 days of the purchase. At the airport, visitors will scan their passports, and the system will guide them through the next steps.
If the outcome is green, no further inspection is required, and the process is complete. If it turns red, travelers will need to take their tax-free items to the customs inspection area, where officials will verify the goods before processing the refund.
At major airports such as Narita, Haneda, Kansai, Chubu, Fukuoka, New Chitose, and Naha, travelers can also finish the procedure online via Visit Japan Web in designated areas before going through airport security.
Under the new system, only items priced at 5000 yen or above purchased from the same store on the same day will be eligible for a tax refund. Additionally, the country is eliminating the special packaging requirement for food, beverages, and cosmetics. However, if these products are used or consumed before leaving, travelers will not qualify for a refund.
