Goa’s tourism department has introduced a new set of rules, issued by tourism director Kedar Naik, categorizing 19 common tourist activities as punishable “nuisances.” The objective is to safeguard the state’s beaches and tourist spots — and provide police and tourism officials with definitive authority to intervene immediately, rather than waiting for a complaint to be lodged.
So what’s now prohibited? Here’s a handy guide for travelers:
– Unapproved beach parties or events — that spontaneous sunset gathering with a speaker on the beach? It’s advisable to get it approved beforehand.
– Engaging unregistered guides or massage therapists — the amiable “masseur” or “guide” who approaches you on the beach could pose a risk. The order explicitly identifies “masseurs, vagabonds, hawkers” offering unauthorized services.
– Purchasing cruise or water sports tickets from unofficial vendors — always choose licensed operators; soliciting tickets from unapproved locations is now prohibited.
– Drinking in restricted areas or leaving broken glass — public drinking outside designated zones and leaving shattered bottles on the sand are both addressed.
– Cooking or discarding waste outside specified areas — that beach bonfire or roadside cooking must remain within marked areas.
– Unlicensed river cruises or water activities — only engage with authorized operators.
– Obstructing emergency, lifeguard, or beach-cleaning vehicles, or driving on the beach — keep vehicles off the sandy areas.
– Disposing of waste, sewage, chemicals, or oil near or on the beach — this rule applies to both businesses and individuals.
If you are found in violation of any of these regulations, fines begin at ₹5,000 and can escalate to ₹1 lakh. In addition to the fine, you may also face prosecution under Section 223 of the Bharatiya Nyaya Sanhita, 2023 — the legislation addressing non-compliance with a public official’s order.
