“To promote inclusive travel and enhance accessibility, the Indian Railways has confirmed that PwDs with a valid Unique Disability ID (UDID) card are authorized to travel in unreserved Divyangjan-designated coaches on Mail/Express trains,” the ministry stated in a release.
The Indian Railways specified that PwDs holding valid UDID cards issued by the Department of Empowerment of Persons with Disabilities (DEPwD), as well as those qualified for discounted fares, will be recognized as genuine passengers. They may travel in the allocated coaches, given they possess valid travel authority.
These designated coaches comprise the Second Class Luggage-cum-Brake Van with Divyangjan compartment (SLRD) and the Luggage-cum-Second Class Luggage-cum-Brake Van with Divyangjan compartment (LSLRD).
The Railways indicated that action will be taken against unauthorized individuals traveling in these coaches under the Railway Act, 1989, to ensure access for rightful beneficiaries.
“All Zonal Railways have been instructed to provide necessary guidelines to relevant officials to guarantee effective enforcement of these provisions,” the ministry added.
The Divyangjan Card, also referred to as the E-Ticketing Photo Identity Card (EPICS), enables PwDs to receive travel concessions. It is issued based on a valid disability or concession certificate. UDID cards are accepted for certain categories.
Applications for obtaining or renewing these cards can be submitted via the Indian Railways Divyangjan portal or the Central Government services portal.
