The Lieutenant Governor of Ladakh, Vinai Kumar Saxena, has sanctioned a ₹7.62 crore initiative aimed at the extensive upgrade and beautification of Old Town Leh. This project is designed to maintain the town’s historical character while enhancing infrastructure and enriching the visitor experience, officials announced on Sunday, June 7.

The initiative encompasses the construction of a multipurpose trench and a shared utility duct for the underground installation of overhead electric cables, sewer lines, water supply systems, and communication cables. It also involves the enhancement of public amenities and beautification efforts surrounding the historic Leh Palace, according to a spokesperson for Lok Bhavan.

The enhancements will include the creation of heritage-compatible pedestrian walkways, improvements to building façades, the addition of parking facilities, and the installation of decorative lighting and seating in alignment with local architectural styles. Other features will include flower pots, heritage-inspired signage, wayfinding infrastructure, and various public amenities, all aimed at elevating the visitor experience in the Old Town, the spokesperson noted.
This project follows directives issued by Saxena on March 15, shortly after he took office as Lieutenant Governor, for a thorough transformation of Old Town Leh. The expected completion date for the works is September of this year, with a projected budget of ₹7.62.

During his visit on March 15, Saxena instructed relevant departments to create a detailed plan to tackle issues related to sanitation, infrastructure enhancement, utility management, and overall urban development in this historical area, which is a significant heritage and tourism hub in Leh city.

He expressed concern over broken pavements, excavated streets, poorly managed construction, including drainage systems in the middle of roads and overhanging power lines, which negatively affected the aesthetics of the area and posed difficulties for both locals and visitors.

The spokesperson stated that this initiative aligns with the Lieutenant Governor’s vision of transforming Leh into a clean, organized, pedestrian-friendly, and world-class tourist destination while safeguarding its unique heritage and architectural style.

The project aims to deliver a sustainable and long-lasting approach for coordinated utility management, reducing repeated excavation efforts, and encouraging environmentally sensitive urban infrastructure within the heritage zone.

“Old Town Leh represents the cultural and historical core of Ladakh and is one of the most significant heritage sites in the Himalayas. Our goal is to preserve its distinctive essence while providing modern, efficient, and sustainable urban infrastructure.

“This project will not only enhance public utility services and pedestrian facilities but also improve the overall experience for residents and visitors. It represents a significant move toward creating a clean, organized, heritage-sensitive, and tourist-friendly urban landscape that honors the rich legacy of Ladakh while fulfilling the needs of a contemporary society,” remarked the Lieutenant Governor.

Old Town Leh, a key heritage and tourism destination in Ladakh, has been confronted with challenges stemming from unplanned utility services, visible overhead cables, repetitive road diggings, insufficient pedestrian facilities, and the decline of its traditional aesthetic charm.

The initiative aims to offer a sustainable and long-term resolution to these challenges through a comprehensive development of urban infrastructure, stated the spokesperson.

The integrated utility corridor will support the coordinated management of public utilities, minimize recurrent road excavations, enhance maintenance efficiency, and significantly improve the visual appeal of the heritage precinct in Leh, he added.
